Supply Chain Expert for Local Fund Agent services in Kenya
SGS is Local Fund Agent (LFA) for the Global Fund (GF). In response to a tender for LFA services in Kenya, we would like to get in touch with potential Supply Chain Experts. It is a part-time position, with most verifications conducted remotely, supplemented by occasional field visits. Our LFA teams—comprising financial, M&E, and PSM experts—verify local project implementation by the fund recipient and report their findings to the Global Fund in Switzerland.
The Global Fund invests in projects worldwide to defeat HIV, Tuberculosis, and Malaria. Kenya currently has six active grants from the Global Fund, primarily focused on health commodities and community-based programs. The funding supports:
- HIV: Prevention and treatment, elimination of mother-to-child transmission, PrEP scale-up, and private sector engagement.
- TB & RSSH: Targeting missing TB cases, strengthening lab systems, and improving access to health commodities.
- Malaria: Vector control, case management, and procurement of essential health commodities.
- COVID-19 Response Mechanism: Remaining funds are directed toward pandemic preparedness.
Implementation Arrangements of GF grants in Kenya:
- State Principal Recipient (PR): The National Treasury oversees three grants with the Ministry of Health as Lead Sub-recipient.
- Non-State PRs: Kenya Red Cross (HIV) and AMREF (TB/Malaria) implement community-based programs.
Please carefully read the minimum requirements for the position:
- Master’s degree directly related to Supply Chain Management
- Formal training in Supply Chain Management or membership of a recognized professional supply chain organization, e.g., CILT
- Project Management Certification (PMI Accreditation preferred or Price2 with relevant experience)
- A minimum of 12 years of experience of leading practice Supply Chain principles and their contextual appropriateness
- Experience of supply chain systems, stakeholders and networks in developing countries, especially Africa. This should include senior operational Supply Chain experience, e.g. with a private sector 3PL and 4PL organization, a functional role within an international industrial corporation, or within a leading consulting organization
- Proven project and program management expertise gained in implementing change and leading Supply Chain techniques in similar situations
- Proven success working in complex multi-stakeholder environments, requiring decision making abilities with limited information available and under tight deadlines
- Strong experience of implementing and managing contracts for large technical assistance providers, Public Private Partnership (PPP)-type arrangements, outsourcing or 3PL/4PLs
- Experience with both the public and private sector
- Operational Supply Chain experience gained within a manufacturing organization
- Knowledge and experience of the Pharmaceutical Sector and understanding of pharmaceutical Supply Chains in developing countries
- Knowledge and experience of public health with relationships with some Global Fund high-impact countries
- Membership in a recognized professional supply chain organization
- Work experience in Kenya
Experience with donor-funded programs is an advantage.
