Procurement and Supply Management (health products) Expert for Local Fund Agent services in Kenya
SGS is Local Fund Agent (LFA) for the Global Fund (GF). In response to a tender for LFA services in Kenya, we would like to get in touch with potential PSM (health products) Experts. It is a part-time position, with most verifications conducted remotely, supplemented by occasional field visits. Our LFA teams—comprising financial, M&E, and PSM experts—verify local project implementation by the fund recipient and report their findings to the Global Fund in Switzerland.
The Global Fund invests in projects worldwide to defeat HIV, Tuberculosis, and Malaria. Kenya currently has six active grants from the Global Fund, primarily focused on health commodities and community-based programs. The funding supports:
- HIV: Prevention and treatment, elimination of mother-to-child transmission, PrEP scale-up, and private sector engagement.
- TB & RSSH: Targeting missing TB cases, strengthening lab systems, and improving access to health commodities.
- Malaria: Vector control, case management, and procurement of essential health commodities.
- COVID-19 Response Mechanism: Remaining funds are directed toward pandemic preparedness.
Implementation Arrangements of GF grants in Kenya:
- State Principal Recipient (PR): The National Treasury oversees three grants with the Ministry of Health as Lead Sub-recipient.
- Non-State PRs: Kenya Red Cross (HIV) and AMREF (TB/Malaria) implement community-based programs.
Please carefully read the minimum requirements for the position:
- Master’s degree in Public Health, Medicine, Epidemiology, or relevant discipline
- Professional training in procurement and supply management of health products, logistics and/or public health
- Having worked at least 7 years in managing or advising on the procurement, supply and use of health products
- Experience with the procurement of health products, including regulations and tendering process
- Expertise in health products supply chain / logistics management system
- Experience with quantification and forecasting of health product needs in public health programs
- Expertise to carry out reviews of different aspects of health product management, including stock inventory management
- Expertise in assessing policies, systems and structure in the public and/or private sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for HIV, Tuberculosis and Malaria
- Good understanding of HIV, Tuberculosis and/or Malaria dynamics and existing global supply challenges, as well as applicable national and international laws and recognized standards
- Able to carry out cross analysis of logistics and health data to assess coherence and quality of data and submit recommendations to the Global Fund
- Understanding of Global Fund procurement principles and quality assurance policies for health products
- Familiar with Kenyan health product procurement related regulatory, environment and supply chain systems
- Able to comprehend and distinguish national procurement regulations
- International work experience
- Work experience in Kenya
Experience with Global Fund programs is an advantage.
