Project Description

Ocean Community Empowerment and Nature (OCEAN) is a new Official Development Assistance (ODA) competitive grants program. The program will run for seven years and will provide an investment of up to £60m. OCEAN will support innovative proposals from local coastal communities that aim to deliver marine protection and reduce poverty worldwide. OCEAN is part of the Blue Planet Fund (BPF) – the UK's £500 million initiative supporting developing countries in protecting the ocean and reducing poverty. BPF is jointly managed by the UK’s Department for Environment, Food and Rural Affairs (Defra) and the Foreign, Commonwealth and Development Office (FCDO).

The intended impact of the Ocean Community Empowerment and Nature Grants Programme (OCEAN) is to place the ocean on a path to recovery, enabling local communities and nature to thrive. OCEAN aims to achieve this impact by supporting local solutions to local problems that help communities manage marine resources sustainably, effectively, and inclusively, and through using evidence and best practices to reduce multi-dimensional poverty. OCEAN also expects to realize cross-cutting co-benefits including promoting Gender Equality, Disability and Social Inclusion (GEDSI) and tackling climate change mitigation and supporting climate change adaptation.

Position Description

Technical Advisor of Conservation and Livelihoods provides overall technical oversight and guidance to the activity’s support to improved locally-led conservation initiatives and expand blue economy livelihoods opportunities. Their primary responsibilities are to provide oversight to all conservation and livelihoods interventions and collaborate with all relevant national and local stakeholders, partners and beneficiaries. This position requires a 100% level of effort. This position’s funding is contingent upon award by the donor.

Qualifications

Education:
• Master of Science or higher in a relevant field, such as Natural resource management, environmental economics or community development

Skills and Experience:

  • Minimum 10 years of demonstrable experience in the technical area of blue/green economic development, community/livelihoods development with experience in working with local and indigenous communities and ethnic minority groups in the Philippines.
  • Demonstrated experience in formulation of development projects/programmes related to blue economy and livelihoods
  • Demonstrated understanding of the national legal and institutional context related to blue/green economy and livelihoods
  • Experience working with international donor projects in Philippines.
  • Excellent facilitator and good team worker

Language:

  • Fluency in English is required.
  • Fluency in Filipino preferred.
