Project Measures:

KfW intends to enter into a contract with the Ministry of Planning and National Development of Somaliland for the implementation of this feasibility study. Related Consulting services will be contracted by KfW under an agency contract with MoPND. The prerequisites for disbursements for this assignment are not yet finalised. Any contractual commitment related to this tender procedure is subject to the readiness of disbursement of funds for this assignment.

Requested Services:

The objective of the assignment (Feasibility Study) is to support the Somaliland authorities in designing a project for improved soil, water and land management including the further development of spate irrigation in Xaaxi catchment, Togdheer region, Somaliland. The Feasibility Study shall cover all relevant topics needed to serve as a comprehensive basis for KfW’s appraisal. As a minimum requirement, the study results and deliverables need to be in line with applicable KfW guidelines.

The scope of services includes, but is not necessarily limited to the following points:

Prepare a Land Use Plan (LUP) (including maps)
Develop a coherent project rationale
Conduct stakeholder mapping and assess potential of suitable project executing agency
Propose specific interventions based on the LUP and technical assessments
Develop FS design for specific interventions including assessment of O&M options
Prepare cost estimates, financing and implementation schedule
Assess impact and sustainability
Analyse risks and propose mitigation measures
Develop a Results Matrix and Results Logic
Develop monitoring concept
Conduct climate change assessment
Conduct Environmental and Social Due Diligence
Conduct Peace and Conflict Assessment (PCA)
Ensure adequate backstopping services
