The Energy Distribution and Supply Authority, EDSA, through the Government of Sierra Leone has secured credit from the World Bank (WB) towards the implementation of the Energy Sector Utility Reform Project (ESURP) and Additional Financing, and intends to apply part of the proceeds for consulting services

The consulting services (“the Services”) include:

As part of this assignment, the consultant will:

(i) conduct (in collaboration with EDSA) census and socioeconomic survey to identify and enumerate project-affected persons and the properties that may be impacted by the project, (ii) initiate consultations with PAPs and other relevant stakeholders based on results of census,

(iii)  Prepare a Resettlement Action Plan (RAP) that is proportionate to the impacts and is consistent with the land acquisition laws and regulations of Sierra Leone and the World Bank’s operational policy on involuntary resettlement (OP4.12).

The assignment is expected to last for a period of six man weeks over an implementation period of 3 months

Energy Sector Utility Reform Project (ESURP) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • A Senior Social Safeguards or Resettlement Specialist or an equivalent qualification with at least 5 years of relevant experience, with emphasis on social impacts assessments, land acquisition and involuntary resettlement in urban settings.
  • The Consultant should have proven experience with World Bank Safeguards Policies and requirements.
  • Must have been involved in at least two assignments for the preparation of RAP/ARAP in the energy sector.
  • Demonstrable experience in preparing RAP/ARAP studies in the sub region would be an advantage

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Selection Method set out in the Procurement Regulations.

The assignment is expected to last for a period of six man weeks over an implementation period of 3 months
