PACKAGE 1: ADDITIONAL WORKS

UPGRADING/REHABILITATION OF MAKONGORO JUNCTION – MWALONI, SABASABA – KISEKE – BUSWELU AND ISAMILO – MJI MWEMA ROADS AND CONSTRUCTION OF SKIP PADS

• The Government of United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the costs of Tanzania Strategic Cities Project – Second Additional Financing – (TSCP-AF2).  It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for Construction of Investment Sub-Projects inIlemela Municipality; Package 1: Additional Works. 
• The Municipal Director, Ilemela Municipal Council now invites sealed bids from eligible bidders forUpgrading/Rehabilitation of Makongoro Junction – Mwaloni), Sabasaba – Kiseke – Buswelu and Isamilo – Mji Mwema Roads and Construction of Skip Padsin Ilemela Municipalityunder Tanzania Strategic Cities Project – Second Additional Financing (TSCP AF2). Construction period is fifteen (15) months. The estimated quantities for major Works items are:

• Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest 
• Qualifications requirements for the works include: (i) experience as prime contractor in construction of at least two works similar nature and complexity in the last five years with minimum value of USD 8,000,000 (Eight Million) (ii) minimum annual volume of construction work for the last five years of USD 15,000,000 (Fifteen Million) or equivalent (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 2,000,000 (Two Million).Procurement of the Works under this bid is advertised and will be executed concurrently with other nine (9) similar bids for Works Packages in Cities and Municipalities under the Tanzania Strategic Cities Project – Second Additional Financing (TSCP-AF2) namely Package 5 for Tanga CC, Package 5 for Arusha CC, Package 4 for Mwanza CC, Package 5 for Kigoma Ujiji MC, Packages 5, 6 & 7 for Dodoma MC, Package 6 for Mbeya CC and Package 5 for Mtwara Mikindani MC. Hence, regarding Award Criteria for Multiple Contracts, the Employer will aggregate minimum requirements for respective lots/packages/bids as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III. However, with respect to the specific experience under item 4.2 (a) of Section III; Item (b)for Multiple Contracts; Option 1 shall apply. With regard to Key Personnel and Equipment, to be awarded multiple contracts, the bidder must present separate sets of equipment and separate teams for each package.  Further details and complete qualification requirements are provided in the Bidding Document.
• Interested eligible bidders may obtain further information from The Secretary, Municipal Council Tender Board, Ilemela Municipal Council Headquarters, Municipal Director’s Office, Ground Floor, P.O. Box 735, Mwanza, Tanzania and inspect the bidding documents during office hours7:30 am to 3:30 pm local time from Monday to Friday, except on Public Holidays. 
• A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the Municipal Director, Ilemela Municipal Council, P.O Box 735, Mwanza, Tanzania,  Telephone: +255 736 200910, Facsimile number: +255 028 736 200910, E-Mail: : IlemelaMunicipal@yahoo.com/ilemelamc@pmoralg.go.tzand upon payment of a non-refundable fee of TZS 200,000 (Tanzania Shillings Two Hundred Thousands Only) or its equivalent in freely convertible currency. The method of payment will be by Cash to the Municipal Director, Ilemela Municipal Council or direct deposit or telegraphic transfer to the Ilemela Municipal Council bank account. Details of the Bank Account will be made available to bidders upon request to the Secretary, Council Tender Board, Ilemela Municipal Council.Please note that the bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various forms and the Bill of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail.
• Bids must be delivered to The Secretary, Council Tender Board, Ilemela Municipal CouncilHeadquarters, Municipal Director’s Office, Ground Floor,P.O. Box 735, Mwanza, Tanzaniaon or before 10:00 am on Friday16th February, 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the Municipal Council Main Hall, Ground Floor immediately after the deadline for submission of Bids.
• All bids must be accompanied by a Bid Security of TZS 400,000,000 (Tanzanian Shillings Four HundredMillion Only) or an equivalent amount in freely convertible currency valid for 28 days beyond the bid validity period(i.e. 148 daysafter the bid submission deadline). The Bid Security shall be Unconditional Bank Guarantee or Irrevocable Letter of Credit or Banker's Cheque clearly addressed to: Municipal Director, Ilemela Municipal Council. 
• A Pre-Bid meeting shall take place at the Conference Room, Ilemela Municipal Council on Thursday 18th January, 2018 at 10.00am, to be followed by a Site Visit.
