Description : GGGI Indonesia Country Office is inviting eligible universities or university research centers to submit their proposals for the following scope of work under the ‘Enabling Blue Carbon (EBC) in Indonesia’ project:

PROJECT BACKGROUND:
In support of Indonesia's climate change mitigation and adaptation strategy, Enabling Blue Carbon Project in Indonesia (EBC) will support the Ministry of Environment (KLH) and Ministry of Marine Affairs and Fisheries (KKP) in formulating robust policies related to enabling framework, data management, research, and a standard methodology for the inclusion of the Blue Carbon ecosystem in Indonesia's NDC.

Blue carbon describes the carbon associated with coastal and oceanic environments, and blue carbon ecosystems include mangroves, seagrass, and tidal marshes (IUCN, 2016). In Indonesia, data exist for the extent and distribution of mangroves and seagrasses, but not for tidal marshes. Therefore, this project will focus on mangrove and seagrass ecosystems. The project aims to address the lack of recognition of blue carbon ecosystems in Indonesia's Nationally Determined Contribution (NDC). The objective of this project is to support the Government of Indonesia, specifically the Ministry of Environment (KLH) and the Ministry of Marine Affairs and Fisheries (KKP), to integrate blue carbon ecosystems into the country’s NDC commitment to the UNFCCC and related government planning. Indonesia’s abundant coastal ecosystems, which include mangroves and sea grasses, can store more carbon per unit area than terrestrial forests and the country is yet to capture and leverage the full value of these blue carbon ecosystems towards the achievement of its sustainable development goals or climate change commitments (Aloni, 2016). The project's scope encompasses providing a policy framework, establishing institutions related to blue carbon, and guiding policymakers at the national and local levels. The project also aims to integrate blue carbon into the existing measurement, reporting, and verification (MRV) system, ensuring accurate monitoring and reporting for effective climate action.

From a gender responsive and pro-poor perspective, the project will ensure that both national and context-specific gender analyses are used to inform the development of blue carbon policies and legal frameworks, while ensuring that the voices of women and other disadvantaged groups are heard (e.g. through public consultations) and that the protection of their rights, as well as their needs and interests are adequately reflected in these processes

OBJECTIVE OF THE ASSIGNMENT:
The objective of this consultancy is to pilot inventory methodologies and study the estimation of emissions and emission factors from seagrass degradation in Central Indonesia which consists of the Sulawesi, Maluku and Papua Islands. By developing accurate emission factors and inventory systems for seagrass ecosystems, this project will provide critical data to support the inclusion of blue carbon in Indonesia's Nationally Determined Contributions (NDC) and strengthen the country's MRV (Measurement, Reporting, and Verification) systems. The initiative is part of the broader Enabling Blue Carbon (EBC) in Indonesia Project, which seeks to integrate blue carbon ecosystems into Indonesia’s climate goals.

IMPORTANT TIMELINES:
The tender submission deadline is 13 May 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
