Description : GGGI Asia Regional Office is inviting eligible firms/entities to submit their proposals for the following scope of work in Malaysia under the ASEAN-Korea Cooperation on Methane Mitigation (AKCMM) project:

PROJECT BACKGROUND:
Efforts to curb emissions in ASEAN have focused mainly on CO2 emissions as it accounts for 60-70% of greenhouse gases (GHGs). However, there is a growing awareness that CO2 reductions alone, especially at the current rate, will not be sufficient to achieve the 2°C target of the Paris Agreement. Policymakers are therefore giving more attention to other GHGs – in particular, methane – a potent GHG with a global warming potential (GWP) of 27.9 over 100 years. The recent launch of the Global Methane Pledge at the UNFCCC COP 26 also provided significant impetus to plan for and scale up methane mitigation in participating countries. Methane emissions in ASEAN, mainly coming from agriculture, waste management, and energy sectors, contribute significantly to regional greenhouse gas emissions and climate change challenges.

As the first project under PARMA, AKCMM offers a broad range of technical assistance to participating ASEAN Member States (AMS). AKCMM supports activities that:
1. Strengthen institutions, policies, and regulations associated with methane emission reduction,
2. Improve the accuracy and reliability of methane emission measurements,
3. Utilize blended finance and innovative approaches, in collaboration with the private sector, to achieve measurable and verifiable methane emission reductions, and
4. Promotes regional knowledge sharing of best practices and lessons learned.

The proposed activities and scope of work for this consultancy will focus on Malaysia. Waste and fugitive emissions are Malaysia's largest sources of methane, contributing an average of 39.3% and 40.5% of total emissions annually from 2010 to 2018. In 2020, the oil and gas sector alone accounted for 404.4 kilotons of methane emissions, with 28.6% stemming from fugitive emissions. The oil and gas sector offers Malaysia the greatest potential for addressing methane emissions.

OBJECTIVE OF THE ASSIGNMENT:
GGGI is seeking for proposals from eligible firms to implement the Malaysia component of AKCMM by carrying out the following activities and scope of work:
1. Development of enabling policies and institutions for methane reduction.
2. Improved measurement of methane emissions.

IMPORTANT TIMELINES:
The tender submission deadline is 12 March 2025, 16:00 Hrs KST (Korean Standard Time) / 15:00 Hrs Malaysia Time (GMT+8).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.

ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.

Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process.
