Objectives: The objective of this engagement is to comprehensively review and update the current internal audit manual, its related operating procedures, templates, and audit charter to align with the revised IIA Global Internal Audit Standard (GIAS), GCF rules, regulations, and other best practices for the Green Climate Fund (GCF).
Eligibility criteria: The consultancy firm must possess core business as a consulting firm with at least 10 years of experience in internal and external audit, including preparation of audit manual or conducting quality assurance services. The firm must demonstrate successful execution and completion of at least three (3) relevant engagements in comparable operating environments within the last five years. Key team composition requirements include a Team Leader with a master's degree or above with technical qualifications (CIA or equivalent), over 15 years of experience in audit positions, and proven experience in similar engagements. The team support is also essential, with members having a minimum bachelor's degree, relevant experience, and exceptional skills in drafting and analysis. Demonstration of the capability to meet the Terms of Reference and ability to deliver within required timelines and quality is mandatory. A commitment to uphold the ten principles of the United Nations Global Compact and the ability to maintain confidentiality of the documents are also necessary. All firms are required to comply with any terms listed in the RFP document, including adherence to the GCF Model Contract. Companies must also demonstrate strong quality assurance policies, and the overall technical proposal should score a minimum of 750 out of 1000 points in the evaluation criteria.
