Objectives: The objective of this consultancy is to engage a skilled professional to conduct a thorough assessment of TJNA's existing ICT policy, identify gaps and weaknesses, develop a revised ICT policy document with recommendations for IT governance, data security, and digital resource management, and ensure alignment with TJNA's strategic goals for a secure, efficient, and compliant ICT environment.
Eligibility criteria: Interested consultants are required to submit an application in English including experience in similar assignments, availability of key staff, a brief firm profile, a proposed work plan, and an approach/methodology. They must submit both technical and financial proposals separately via email by the specified date. Preliminary mandatory requirements include registration certificates, list of directors/shareholders, tax compliance certificates, business permits, submission of technical and financial proposals, previous experience references, and CVs for the team. Grounds for exclusion include involvement in corrupt practices, conflict of interest, bankruptcy issues, or non-fulfillment of tax obligations. Additionally, proposals must be valid for 90 days, and communication is restricted as stated. Financial proposals must include applicable taxes, and should be in KES or USD. All known TJNA employees involved with an organization in question should be disclosed. The selection of proposals allows for further negotiation by TJNA to ensure satisfactory procurement.

1. INTRODUCTION


Tax Justice Network Africa (TJNA) is a Pan-African network that is focused on advancing equitable tax  systems and improving financial accountability across the continent. This Terms of Reference (ToR) seeks  a qualified consultant to review and revise TJNA’s existing ICT policies to align with current best practices, address evolving digital needs, and strengthen IT governance and security in the organization.


2. BACKGROUND


As a regional organization, TJNA depends on robust and secure information and communication technology (ICT) systems to support its advocacy, research, and collaborative efforts. The current ICT policies require a comprehensive review to address recent technological advancements, enhanced data security requirements, and TJNA’s evolving operational needs. The policies revision aims to ensure that ICT practices are aligned with industry standards, regulatory requirements, and organizational growth objectives.
