The Directorate General for Economic Planning and Policy (DGPPE) was established by Decree No. 2014-1171 of September 16, 2014, organizing the Ministry of Economy, Finance and Planning (MEFP) amended by Decree No. 2017-480 of April 3, 2017. Its creation stems from the results of the organizational and functional diagnosis of the Ministry of Economy and Finance (MEF) carried out in 2013. By decree No. 2019-769 of April 8, 2019 on the distribution State services , the DGPPE is now attached to the Ministry of the Economy, Planning and Cooperation (MEPC).

It brings together the strategic structures of the MEPC in charge of formulating development policies and translating them into plans and programs as well as the coordination, monitoring and evaluation of development actions implemented with a view to the relevant management of the sector. 'economy.

It thus responds to the need to have a force of proposal and innovation to enable the MEPC to better take charge of questions relating to the conduct of economic policy in a coherent, relevant, effective and efficient manner with regard to new economic, social and environmental issues as well as state reforms.

The DGPPE, one of the main technical structures of the MEPC, gives substance to the guidelines of the Government's economic and financial policy in order to put in place an adequate framework for the more effective and efficient implementation of sectoral policies. Its vision and strategic objectives are in line with the MEPC's Sectoral Development Policy Letter (LPSD), which is in line with the Emerging Senegal Plan (PSE).

The Directorate General for Planning and Economic Policies, under the authority of the Director General for Planning and Economic Policies, is responsible for:

  • the development and monitoring of the State's economic policy;
  • carry out macroeconomic studies and forecasts in the short, medium and long term;
  • translating long-term exploratory studies into strategic orientations;
  • to seek the best system for translating the strategic orientations of the Government into development plans and programs;
  • to verify the coherence of sectoral and thematic policies with the strategic orientations and national priorities in terms of economic and social development;
  • to collect and analyze all information useful for decision-making by public authorities in economic and financial matters;
  • to conduct studies and research on the evolution of development concepts and doctrines as well as to analyze their challenges and opportunities for the country;
  • to participate in the preparation of State finance laws, in particular by defining the macroeconomic framework of budgetary programming as well as the design of economic and financial reports;
  • to ensure the efficiency, social equity and sustainability of public investments;
  • the development and monitoring of instruments for the strategic management of the economy;
  • to follow the economic integration processes in which Senegal is a stakeholder, as well as to coordinate relations with international organizations with an economic vocation.

The Director General of Planning and Economic Policies is assisted in his duties by a Coordinator appointed by decree, also responsible for ensuring his interim in the event of his absence.
The Director General of Planning and Economic Policies may also be assisted by Technical Advisors appointed by order of the Minister of Economy, Planning and Cooperation.
The General Directorate of Planning and Economic Policies includes:

  • own services;

  • the Planning Department;
  • the Human Capital Development Department;
  • the Department of Forecasting and Economic Studies;
  • the Economic Policy Coordination and Monitoring Unit;
  • the Integration Monitoring Unit.
