Contract For: Independent Evaluation of DFID Ethiopia’s Private Enterprise Programme Ethiopia (PEPE)

Purchase Order Number: PO 6128

Objective:

DFID Ethiopia wishes to commission evaluation specialists to design and implement the independent evaluation component of its “Private Enterprise Programme Ethiopia” (PEPE). This is expected to include provision of a) regular ongoing engagement with implementers of the main programme on their monitoring and evaluation approach, b) annual reflection on the implementer’s own review of results, c) periodic in-depth impact evaluation of the programme’s strategy, results and impact, d) ad hoc relevant research.

Recipient: The main recipients of this work will be the Government and people of Ethiopia. Key stakeholders will include the Governance body set up under PEPE and DFID. The evaluation team’s main point of contact and day to day connection will be the DFID programme lead, the Private Sector Development Advisor, on all aspects of design and implementation.

Scope: The independent evaluation team will undertake:
a) development of an evaluation framework/approach for the overall PEPE programme and
b) impact evaluation of the programme.
