Contract description: Qua­li­ty Ass­uran­ce for the Or­ga­nic Fer­ti­li­zers Eco­sys­tems (OFES)-Jor­dan

For the sustainability of the work of the already established facilities and further improvement of the organic waste sector in Jordan more detailed work on standards, regulations, responsibilities, quality and marketing is required. The contractor contributes to fulfilling the following particular objectives:

1. The contractor has to evaluate the existing standards and the legal framework for the full process of compost production and marketing in Jordan. Within the evaluation process the responsible bodies and decision makers should be identified and suitable forms of cooperation for the development of joint standards and regulations should be suggested. The results have to be presented in a workshop.

2. Furthermore, the expertise is required to analyse international standards (with focus on Europe and the Gulf States) and to compare these standards with the existing local standards in Jordan. That kind of research is necessary to know, what kind of adaptation is needed to ensure the production of quality compost which meets the requirements for export. It includes also the necessary level of marketing and branding for the product.
The results of the research and analyses should provide guidance for the Jordanian decision makers, what steps are required for the adaptation of standards and the legal framework.

3. The contractor has also to evaluate, who is working in the field of biodegradable organic waste in Jordan to support the government and the municipalities in their work.
In that regard an overview of especially international organisations or institutions should be prepared to show their scope of work and their impact for the compost production process. That step is required to avoid overlapping or duplication in the planned implementation process. The contractor should organise a joint meeting of all relevant partners to ensure the share and exchange of information.

4. The integration of producer, user, wholesaler, marketing experts etc. in the above described processes should be ensured in the frame of a national conference. Main target of the conference should be to provide a clear picture about the production of high-quality compost in Jordan and the required steps to ensure sustainability of the process. The contractor has to prepare the conference in close cooperation with the OFES association.

5. The contractor has to provide capacity building measures for the members of the newly founded association OFES. It includes trainings to enhance the capability of the members regarding national and international standards as well as marketing requirements for organic fertiliser and organic compost production.
Furthermore, the contractor should evaluate the current structure of OFES and prepare a proposal to optimise it according to the expected role of OFES in the sector of organic fertilisers and eco systems. The contractor has to support OFES in the field of awareness raising to spread the idea of the use of organic waste and to develop business out of it to ensure further sustainability of that sector.
