Description of Project:

The purpose of this assignment was to undertake an assessment of existing arrangements of LNFBE Department in Punjab with an objective to identify issues and challenges in terms of strategic direction, support systems, administrative structure, policies and standard operating procedures, resources, coordination mechanism, information flow and systems, curricular practices including planning, contents and delivery methodology.

Description of actual services provided by your staff within the assignment:

·         Reviewed international literature and local documentation/data on literacy/illiteracy and formal/non-formal education with focus on policy and strategic significance and context analysis with reference to the environment on Punjab.

·         Collected data from different sources including studies, MICS/PSLM, etc.). Departmental reporting system to ascertain the extent of challenges and current commitments and identify areas/issues requiring further exploration.

·         Reviewed strategic direction of the department and its conformance to the support systems and policies that lay a concrete basis for effective implementation.

·         Comprehensively reviewed policies and strategies of the department in the province in the context of this challenge and commitments.

·         Reviewed different types of on-going non-formal, informal and community-based education systems by different service providers in Punjab to identify strengths, opportunities, and weaknesses of the existing models.

·         Reviewed current practices of linking NFE and formal education system with an objective to identify challenges to mainstream or accreditation of LNFBE students in formal education.

·         Undertook capacity assessment with the department and conducted stakeholders’ interviews.

·         Organized two days consultative meeting with NFE stakeholders to disseminate key findings and way forward with recommendations related policy development, capacity building, service delivery, and resource generation/allocation and partnerships development with reference to LNFBE department.
