Background and Objective

Project Title- Strategic Assessment of Indonesia's Road Infrastructure Funding

The study shall cover the overall SNR network and is structured in two phases:

Phase 1 — Identify potential PPP and private finance options and supporting legal, regulatory and institutional frameworks to support PPPs and private finance based on asset leveraging, monetization and recycling (2 months)

Phase 2 — Market engagement and selecting preferred transaction structures for financing SNR (4 months)

Qualification and experience

* Minimum 15 years of post-qualification professional experience in financing SNR  (Sub-national Roads) projects particularly in the context of private finance and Public-Private Partnership projects. 
* Should cover areas like policy and commercial advice to governments, project structuring, successfully achieving financial close on both private and public sector sides, arranging debt/equity & other forms of finance, refinancing of projects among other areas of arranging finance for projects.
* Exposure and experience in raising institutional finance, capital markets and similar instruments would be preferred

*  Experience of having worked in Indonesia is prerequisite
