The Shashakta Mahila, Sambridhha Nepal - “Empowered Women Prosperous Nepal” (EWPN) is a bilateral porgramme signed between the Government of Nepal and the European Union in November 2022. The EU collaborated with Four Partner United Nations Agencies – PUNOs (ILO, UNICEF, UNFPA, UN WOMEN) for the effective implementation of a four-year joint programme (until the end of October 2026) with the majority of the interventions dedicated into three provinces: Madesh, Karnali and Sudurpaschim.  The EWPN aims to address barriers women and girls face in enjoying their full human rights and further advance the agenda of gender equality in Nepal, as envisaged in the Constitution of Nepal 2015 and various other laws, policies, plans and commitments of Nepal, including the National Gender Equality Policy 2077 (March 2021).

The results-oriented monitoring (ROM) methodology based review will assess the relevance, efficiency, effectiveness, coherence, and potential sustainability of the EWPN programme. The review will focus on coordination among the four UN agencies (ILO, UNFPA, UNICEF, UN Women), engagement with 32 implementing partners, and the differentiated implementation and challenges across the three provinces - Madhesh, Karnali, and Sudurpaschim, along with consolidated initiatives and efforts at the federal, provincial and local levels for achieving the objectives of GEWE.

The objective is to provide an independent, external perspective on programme progress, achievements, and implementation arrangements, to inform mid-course adjustments and guide future focus.

Team Leader – Gender and Programme Strategy Expert

Profile:

  • Strong track record in leading evaluations and assessments of development interventions focused on gender equality, women’s empowerment, and gender-transformative programming and gender-based violence (GBV) prevention and response programming. Child protection system
  • Proven knowledge of and experience working with UN agencies, ideally within joint programmes or multi-agency coordination settings.
  • Deep understanding of national policies and institutional frameworks in Nepal (e.g., GESI Policy, 15th & 16th Development Plans) and EU GAP III.
  • Fluency in English and Nepali (spoken and written) is essential.
  • Strong leadership, facilitation, and report-writing skills.

Main Contribution:

·       Lead the overall evaluation process.

·       Provide in-depth analysis on norm change, gender equality and women’s economic empowerment, GBV prevention and response, policy anchoring, and institutional capacity building, women’s leadership.

  • Analyse the causal links between interventions and results across the three thematic areas leading to consolidated contribution to gender-transformation.

·       Ensure gender lens, GBV sensitivity and intersectionality are consistently applied throughout.

Monitoring, Evaluation, Accountability and Learning expert combined with a good knowledge on 

Profile:

  • Strong technical expertise on economic empowerment, M&E frameworks, theory of change, outcome mapping, and contribution analysis.
  • Experience in evaluating joint UN programmes or complex multi-stakeholder interventions.
  • Skilled in managing qualitative and quantitative data and translating findings into actionable recommendations.
  • Familiarity with Nepal’s socio-political and development context.
  • Fluency in English and Nepali is required.

Main Contribution:

  • Analyse the programme’s economic elements in response to the intended outcome related to women’s economic empowerment and suggest concrete outputs and causal link with outcomes if needed to redirect existing intervention.
  • Lead the design and implementation of the evaluation methodology.
  • Assess progress against outputs/outcomes, efficiency, and sustainability prospects.
  • Map and analyse the causal links between interventions and results across the three thematic areas leading to consolidated contribution to gender-transformation.
