Project description:
The overall objective is to support an efficient and effective implementation and management of the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP). This contract will provide technical services to DG INTPA unit A.02 to manage and deliver on the Technical Assistance Component (including evaluations) of the Support Measures of the SSA MIP. 2.2. Specific objective(s) The specific objectives (Outcomes) of this contract are to provide technical assistance at the request of DG INTPA units, EUDs or other key stakeholders in Sub-Saharan Africa on: a) Technical assistance in all phases of the intervention cycle management of actions (programmes/projects) as well as support the overall management and coordination of the SSA MIP. This includes contributions to, inter alia, identification, formulation, and implementation (including from a gender, disability inclusive, and human rights perspectives) related to the SSA MIP5, its priority areas, and its components (see chapter 1.3): 1. Human Development 2. Democratic Governance, Peace and Security, Culture 3. Green transition 4. Digital and Science, Technology and Innovation 5. Sustainable Growth and Decent Jobs 6. Migration and Forced Displacement Support to Investment Actions in countries in complex settings; Technical assistance will represent a major share of the services provided under this contract. b) Primarily portfolio evaluations: to provide an assessment of achievements, the quality and the results of different portfolios of actions (programmes/projects) under the SSA MIP based on evaluation approaches adapted to the specific intervention under observation. In order to deliver evaluations that allow for institutional learning and improved programming cycles; c) Other eligible requests, which may include but are not limited to: - Support dialogues (such as events, workshops, conferences, studies); - Support capacity development; - Support with the coordination between the EU and its Member States with regards to joint implementation; - Support for specific public policy formulation; - Support to launch studies related to intervention cycle management; - Support the coordination with other entities (e.g. International Financing Institutions, Regional Economic Communities). Gender equality and empowerment of women and girls, disability inclusion, and youth will be cross-cutting priorities, which will feed into policy and programme formulation for the region. Moreover, gender equality and climate change aspects, as well as the principle of ‘meaningful and inclusive participation and access to decision-making’ in line with the human rights-based approach (HRBA), will be applied throughout the activities covered by these ToRs.

Key expert 4: Junior expert to support with technical coordination and reporting (Minimum 960 working days)
Qualifications and skills
A level of education corresponding to at least 5 years’ completed university studies in Economics, Political science, Social science, Development Studies or a relevant, directly related discipline;
Excellent communications skills;
Excellent writing and oral presentation skills in English;
Experience related to Sub-Saharan Africa is an advantage; Experience in project management (including coordination and/or planning, note-taking and reporting, liaising with experts and stakeholder groups, assisting with organisation of events).
General professional experience
At least 3 years of professional experience.
Specific professional experience
Experience and knowledge of EU development policy is an asset;
Experience with database management is an asset;
The team of key experts, as a whole, is required to have working knowledge of French. All experts must be independent and free from conflicts of interest in the responsibilities they take on. It is important to note that the relevance and quality of the experience of the proposed experts in line with the requirements defined above will be considered more pertinent in the evaluation, as compared to the number of years of experience.
