Overview of Position

Background information: Somalia Country Office (SOCO):
- Our client has been operating in Somalia since 1995. The Somalia Country Office (SOCO) manages & coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, security & justice. Located in Mogadishu, SOCO works with multiple partners including the governments of Somalia, bilateral & multilateral donors, UN agencies, funds & programs.
Job specific context:
- Construction of interlocked paving roads at the General Dhagabadan Training Centre (GDTC) it is a military training facility located on the outskirts of Mogadishu.
- Our client will implement 2 paved roads & a boundary wall, the project is located at the GDTC located on the outskirts of Mogadishu, Somalia under the support of the Somalia National Army phase III project.
Role Objectives
The Senior Associate Civil Engineer, under the supervision of the Infrastructure Project Manager, will perform the following key functions:
Stakeholder coordination:
- Facilitate collaboration among project stakeholders, including state government institutions, municipalities & local communities, to ensure smooth implementation of project activities by contractors.
Design & supervision:
- Study design drawings, specifications & the Bill of Quantities (BoQ's).
- Receive guidance from the Resident Engineer for daily supervision of contractors’ work.
Support to the field teams:
- Assist the field teams, including material testing staff, surveyors & work inspectors, in performing their duties effectively.
- Organize the collection of material samples for laboratory testing & oversee the testing under the supervision of the Material Engineer.
Quality control & monitoring:
- Conduct daily monitoring & verification of the quality of works performed by contractors.
- Measure completed work quantities to assist in the payment certification process.
Health, Safety, Social & Environmental (HSSE) compliance:
- Ensure compliance with HSSE requirements & procedures on site.
Field staff management:
- Assist in managing field staff under the guidance of the Resident Engineer.
Project Reporting
This role will work under the supervision of the Infrastructure Project Manager.
Key Competencies
- Bachelor’s degree in civil engineering is required.
- Minimum of 3 years of experience in civil engineering projects including construction supervision experience.
- Road engineering experience is desirable.
- Excellent command of Somali & English language (oral & written) is required.
