About the Project:

The project's overall development objective is to enhance employment opportunities in the Palestinian Territories by providing labor market-oriented qualification programs, improving their quantity, quality, and institutional infrastructure.

The investment and accompanying measures focus on developing, introducing, and implementing a fund for modernizing vocational training infrastructure and equipment. Additionally, the project supports the organizational development of partner institutions to establish sustainable structures and processes.

The project is financed by the Government of Germany, through KfW, in collaboration with the Palestinian Territories.

 

Role Overview:

The Programme / Fund Manager will serve as the main focal point for the Project Implementation Unit (PIU) within the National TVET Commission (NTC) of Palestine and act as the primary liaison for KfW. The role requires an experienced professional capable of managing complex, internationally funded projects with a strong focus on stakeholder coordination, infrastructure funds, and institutional development.

 

Key Responsibilities:

  • Oversee and manage the implementation of the project’s infrastructure modernization fund.
  • Serve as the primary liaison between the PIU and KfW, ensuring smooth communication and collaboration.
  • Lead a team of international and local experts (≥ 10 staff) in a dynamic and evolving environment.
  • Develop and implement Fund Manuals/Guidelines and ensure compliance with project requirements.
  • Support the establishment and operationalization of an organizational unit such as a PIU.
  • Provide strategic oversight and coaching in institutional transformation processes.
  • Ensure adherence to internationally recognized project management standards and practices

 

Qualifications & Experience:

 

Education:

  • University degree (M.Sc./MBA or equivalent) in Economics, Public Administration, or a related field, ideally combined with an Engineering discipline.

General Professional Experience:

  • Project management experience as a Project Manager or in equivalent positions in internationally funded projects (KfW-financed project experience is a plus) including close stakeholder coordination in similar complex and changing environments.
  • Leadership experience for similar-sized teams (≥ 10 staff) composed of international and local experts.
  • ≥ 15 years overall working experience.
  • Language: proven oral and written communication skills in English. Specific, task-related experience.

Specific Task-Related Experience:

  • Minimum of 10 years of experience in setting up and supervising infrastructure funds, ideally in the educational sector.
  • Experience in developing at least three (3) Fund Manuals/Guidelines or similar documents.
  • Proven expertise in at least three (3) similar projects focused on setting up organizational units (such as PIUs) and providing coaching in institutional transformation contexts.
  • Regional experience in MENA, particularly within the Palestinian Territories, with a preference for experience managing infrastructure funds.
