Project Description
The goal of this activity is to provide support to government-led education systems to strengthen these and incentivize greater ownership of, and investment in, the education sector by the Government of the Republic of South Sudan (GRSS), to help strengthen the social contract and build functioning education institutions to enable future development.
Position Description
The Monitoring, Evaluation and Learning (MEL) Lead is responsible for the monitoring, evaluation, learning and research efforts on the project. S/he will develop/design, monitoring, evaluation and systems. This role will ensure that systems include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. The MEL Lead has the responsibility for information analysis and must be able to develop monitoring, evaluation and learning plans.
This position is contingent upon award by the Foreign, Commonwealth and Development Office of the Government of the United Kingdom.
The candidate for the position of MEL Lead shall have at a minimum the following qualifications:
Education:
Master’s degree in education, economics, social sciences, statistics or a related field.
Skills and Experience:
· At least 10 years of demonstrated experience supporting and/or leading MEL efforts on international development projects or activities of similar scope and scale
· Deep knowledge and expertise in monitoring and evaluation systems, data collection and reporting with knowledge of education system in South Sudan preferable.
· Experience collecting, analyzing, and reporting key data, context indicators, and other
· annual foreign assistance programming and budgeting reporting requirements is highly preferable.
Language:
Fluency in oral and written English is required.
