Functional responsibilities


Responsibilities:

Within delegated authority, the incumbent will be responsible for the following duties:


  • Work closely with the Governorate Electoral Adviser to support the Independent High Electoral Commission (IHEC) in planning and managing relevant aspects of electoral operation (procurement, logistics, ICT, training, procedure, communication, voter registration, security, field operations)

  • Support and assist the implementation of strategies and programmes to build the capacity of national counterparts and strengthen national institutions;

  • Assist with the monitoring of the impact of domestic and international norms and processes on female participation and provide advice and support to the IHEC on best practices to support equal rights and access;

  • Support the establishment and maintenance of professional and productive partnerships with national counterpart institutions and other key stakeholders in the electoral process;

  • Support the efficient flow of communication to support accurate information sharing through regular reports, including the head of the UN/mission, senior officials in UN headquarters, partners, donors counterparts and other key stakeholders;

  • Perform other related duties as required.

Work implies frequent interaction with the following:

The Governorate Electoral Adviser, the OEA UNAMI director and other members of the UN electoral assistance office, the UNOPS project staff; senior staff and officers of IHEC and other national institutions involved in the electoral process; other staff and officers working at the UNAMI and UNOPS offices.

Results Expected:
  • The support of the United Nations in the area of responsibility contributes to credible and inclusive elections, minimising violence and maximising the chances of legitimate government, peace and stability;

  • The United Nations mandated support in the area of responsibility is implemented effectively, using resources efficiently and minimising risks to the organisation;

  • The supervisor has access to accurate and timely information as well as advice on the electoral process and its implications.



Education/Experience/Language requirements


Education:
  • A first-level university degree is required, preferably in Political Science, International Relations, Law, Public Administration, or a related field.
  • An advanced university degree (master’s degree or equivalent) is desired and will reduce some of the required years of experience.
Experience:
  • A minimum of three years of progressively responsible experience (or less depending on academic credentials) in the public sector. Within this experience, a minimum of one year in an international organization is required.
  • Previous experience in election management programs is strongly preferred.
  • Knowledge of UN rules, regulations, policies and procedures is an asset.
Language:
  • Fluency in English and the language of the DS is required.
  • Knowledge of Arabic is an added advantage.
