Public Procurement and Asset Disposal Board (Botswana)

The Public Procurement and Asset Disposal Board (PPADB) was established as a parastatal entity in July 2002 following the promulgation of the Public Procurement and Asset Disposal, Cap 42:08 of 2001 which marked a major reform in procurement. The role of PPADB is to adjudicate and award tenders for Central Government. PPADB is also responsible for contractor registration and discipline, issuing of standardised bidding documents, vetting of tender documents prior to issue, capacity building, compliance monitoring and providing overall advice on public procurement and assest disposal in order to improve efficiency.

The Public Procurement and Asset Disposal Board came into force to address the following concerns:

Rapid expansion in the volume of procurement
Increase in the range and complexity of procurement
Shift in procurement budget away from the simple supplies based contracts to technically sophisticated works and service contracts
Donor funded projects had created conflicting bidding practices, and complex contract documentation and specific standards all of which contributed to excessively complicated procurement procedures.
Lack of effective citizen involvement in Public Procurement and to promote greater transparency, public accountability and efficiency in the management of the public procurement system.

In order to effectively discharge its mandate the Board is empowered to:

Promote an open, competitive economy and procurement policies and strategies which dynamically impact on continual basis on domestic procurement policy and practice, with due regard for government macro-economic policies and overall economic management str?ategies;
Encourage standardization to promote cost reduction in maintenance and technological effectiveness; Promote procurement practices which will reap the benefits of economies of scale;
Promote competition as the mechanism through which value for money can be achieved;
Promote fairness and equitable treatment of contractors providing works, supplies and services to government to maintain a level playing field;
Promote accountability and transparency in the management of public procurement and disposal of public assets;
Ensure integrity, fairness and public confidence in the procurement and disposal process
