The second mandate of the Royal Government of Cambodia policy framework continues to execute water policy to perform water resources management by preserving and rehabilitating small, medium, and large scale irrigation system from 16.62% to 20%. While the carrying capacity of irrigate water would be increase from 3.32% to 4% annually for agricultural land in 5 years (1998-2003) plan, irrigated water system for agriculture would be increase up to 374.603ha. With the framework of evolving policy context, the General Department of Irrigation, Meteorology, and Hydrology has upgraded the capacity to become a Ministry of Water Resources and Meteorology (MOWRAM) based on proclamation, NS/RKM/0699108, dated on June 23rd, 1999. Within a mandate to lead and manage water resources and Meteorology sector of the Royal Government of Cambodia. Since this requires some restructuring of the Ministry, to realign its structure to better reflect policy set for the next five years.
MOWRAM's duties and responsibilities are:
- To identify policy and strategy development of water resources, to business development, maintain and preservation according to national and international in accordance with policy context of the Royal Government of Cambodia.
- To study and research on potential water resources include on the ground water, under ground water and the weather to confirm technical science based which fit to national framework.
- To develop short, medium and long term plan for business development and preservation according of water resources and meteorology to serve national economic for alternative livelihood of the urban and rural people.
- To manage and control all business making on water resources directly and indirectly, and to minimize the disaster.
- To develop regulation, legislation and other documents to ensure the management and monitoring on the implementation of water resources.
- To collect and documenting information on meteorology and hydrology, and make use of them to serve national and international related sector for national benefits.
- If necessary, provide support and technical advise to stakeholders such as private sector, NGO, community and people to appropriately correct/or better balance on water resources business making.
- To widen and introduce more model technology in order to better train and propagate widely.
- To participate in executing all works related to Mekong river basin in accordance with duties and responsibilities of MOWRAM.
- Strengthen and promote national and international cooperation on water resources and meteorology.
