Purpose

The purpose of this Request for Proposal (RFP) is to establish a new multiple-award, Indefinite-Delivery; Indefinite-Quantity (IDIQ) contracts for facility management support services that can support the identified Posts and other DoS facilities worldwide.

The DoS requires a variety of positions for facility management support services including:

• Administrative Assistant
• Facility Manager
• General Engineer
• Office Manager
• Program Analyst
• Project Coordinator (Mechanical, Electrical, Civil, & Architectural)
• Senior Maintenance Mechanic (Electrical, Mechanical, Fire and Life Safety, Elevators, Water and Wastewater Treatment, & Buildings Automation Systems Controls)
• Instructional Systems Designer

Responses are limited to those companies considered HUBZone under the following NAICS Code: 561210.

The Bureau of Overseas Buildings Operations, Office of Facility Management (OBO/CFSM/FAC) intended to achieve the following objectives:

• Establish a new multiple-award, Indefinite-Delivery; Indefinite-Quantity (IDIQ) contracts for facility management support services that can support the identified Posts and other DoS facilities worldwide.

• Awarding to multiple HUBZone businesses under this NAICS code will ensure a list of contractors are familiar with DoS operations and programs, while supporting small business goals. This will limit competition to U.S. offerors.

IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, interested offerors must possess a Defense Security Service (DSS) Final Secret, Interim Top Secret or Final Top Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. All entities comprising a joint venture for this effort must already possess an FCL, as well as the joint venture. At least two contracts will be awarded to firms possessing Top Secret FCLs, and one or more firms with Final Secret FCLs may be selected for additional awards. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation.

Selected firms possessing only Secret FCLs (or selected joint ventures comprised of entities cleared at the Secret level) may be sponsored for an FCL upgrade to the Top Secret level. Sponsorship does not guarantee that the firm will receive the upgraded clearance. A period of 120 days from the date of selection for award will be allowed for the Secret cleared firm to obtain an Interim Top Secret FCL. After this period, the Government may, at its discretion, consider not awarding the contract to the selected offeror.

Due to performance time constraints, the Government will not delay award of contracts to selected firms already in possession of Interim and Final Top Secret FCLs. Personnel performing administrative and management functions relating to this contract must possess Secret clearances, personnel performing at overseas locations must possess Top Secret clearances.

• Contract types (cost-reimbursement, labor-hour, and time-and-materials) for individual task orders and specific requirements will fall under one or more of the following, depending on size and complexity of the facilities, (i.e. NEC, SED, legacy, etc.).

• In order to maximize performance, innovation and competition, task orders will utilize the Performance-Based Services Acquisition (PBSA) strategy. The goal of which is to gain greater access to technological innovations and obtain the best technical solution while achieving savings and efficiencies.
