25 foundations in the U.S. and Europe with funds for DEI, climate, and education

The recent shifts in the development policies of the U.S. and some of the largest donors in Europe such as the Netherlands and Belgium, have shaken the international development sector. Some vital areas of international development, such as advocacy, climate, culture, education, and gender equality, are at the bottom of, or have been removed from, the funding list for these governments. To support the DevelopmentAid expert community to navigate these funding challenges, we have compiled a list of 25 independent foundations that still support projects in these fields.

In January 2025, federal grant funds in the U.S. underwent critical changes with the Trump administration’s Executive Order 14151, “Ending Radical And Wasteful Government DEI Programs and Preferencing”. Besides the funding ban on diversity, equity and inclusion (DEI) projects, it was leaked by National Science Foundation staff that this executive order also implemented an extra scrutiny mechanism based on a list of banned words. Advocacy, gender, bias, and discrimination are a few examples of words that can trigger project reviews or exclude proposals from future funding grants. However, the U.S. is not the only country that is reforming its development policies. In February, the Netherlands announced a major shift in its international aid strategy with significant cuts in funding and projects being phasing out in areas such as climate, gender, education, and culture.

DEI projects: initiatives that promote diversity, equity, and inclusion, with a particular focus on underrepresented groups.

Although these recent changes are of real concern, they do not mean that opportunities have disappeared altogether. We have compiled a list of 25 organizations that continue to support impactful projects in these areas and whose funding is independent of government contributions. This list includes corporate-affiliated and private foundations, community-based organizations, and even one fundraising start-up. They are based either in the U.S. or Europe but support individuals and/or organizations with local, national, and international projects.

Advocacy

#1 – Europe Foundation

The Europe Foundation – formerly the Eurasia Partnership Foundation Georgia –aims to promote civic participation and democratic governance in Georgia. It has already granted €16M in funding to 400+ organizations.

#2 – Open Society Foundations

The Wellcome Trust contributes to the improvement of people’s health by supporting researchers to tackle serious health-related challenges. It has different strategic grant areas, including one dedicated to the interplay between climate and health. Between 2023 and 2024, the Wellcome Trust contributed £1.5B in funding.
