Overview of position

Organizational setting:

• Our client is mandated by the United Nations General Assembly (UNGA) to promote socially & environmentally sustainable towns & cities with the goal of providing adequate shelter for all.

Our client is implementing the strategic plan for the years 2020 - 2025. The strategic plan lays out a recalibrated vision and mission & a sharpened focus. Our client proposes to serve member states, sub national, local governments & other key urban actors in the pursuit of four mutually reinforcing & integrated domains of change namely:

• Reduced poverty & spatial inequality in urban & rural communities.
• Enhanced shared prosperity of cities & regions.
• Strengthened climate action & improved urban environment.
• Effective urban crisis prevention & response.

Governance:

• Following the adoption of the strategic plan & specifically pursuing ‘strengthened climate change action & improved urban environment’ our clients Yemen Country Office (YCO) developed a Green Climate Fund (GCF) readiness proposal for Yemen, which has recently been approved by the GCF. Besides that, our client is developing an Adaptation Fund (AF) project proposal for Yemen.

Background YCO:

• Our client established presence in Yemen in 2018. Since then, they have supported the local authorities & the people of Yemen to develop a rapid city & neighbourhood profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib & Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment & effect of war on the political, social & economic conditions. The profiling feeds into the national & city recovery plan.
• Our clients YCO is also focusing on helping the most vulnerable, most affected population in several cities to rehabilitate damaged housing & community infrastructure facilities & systems; starting with Al-Hudaydah & expanding to other most affected cities, with the aim to provide safe, adequate & dignified living conditions. Given the huge influx of IDPs to urban settings looking for safe heaven, they usually lose their Housing, Land & Property (HLP) documentations, hence our client & GLTN is working jointly with UNCHR & UN Women to start an initiative to increase access for women to HLP rights.
• As a member of inter agency standing committee, our client has been engaged in humanitarian response in Yemen, Iraq, Lebanon, Palestine, Sri Lanka, Pakistan, Somalia, Afghanistan, Sudan & many other countries. In Yemen, our client is the chair of the HLP rights sub cluster, under the protection cluster. The overarching goal of the HLP sub cluster is to facilitate a more predictable, accountable & effective HLP response in humanitarian emergencies. In line with the principles of partnership endorsed by the global humanitarian platform, the HLP sub cluster operates as an open & inclusive forum to benefit from the wide range of expertise within the HLP community of practice.
• As for climate change activities, our client started the implementation of a GCF readiness project focused on adaptation in the water sector in Yemen in 2022. Our client is also in the process of preparing an AF proposal. Besides that, a GCF readiness project focused on climate change mitigation has been approved. The project called ‘supporting Yemen’s low emissions development through the preparation of the Nationally Determined Contribution (NDC), while enhancing required capacities & project pipeline in support of reducing emission’ will deliver a NDC to be submitted to the UNFCCC before COP 2025.

Role objectives

Within the delegated authority & under the supervision of Head of Country Program of Yemen or his / her designated mandated representative(s), the national consultant will be responsible for the following duties:

• Supporting the project team with Low Emission Development (LED) work.
• Supporting the project team with the preparation of consultation plan, private sector engagement plan & the national carbon market management & mechanisms.
• Supporting the project team with conducting the readiness assessment & development of readiness plan / proposal.
• Supporting the project team with developing the NDC mitigation & adaptation, especially data collection & analysis.
• Supporting the project team with the preparation of a GCF project concept note.
• Work closely with the government of Yemen represented by the Climate Change Unit (CCU) at the Ministry of Water & Environment (MoW&E).
• Work with other national stakeholders from the public & private sector to conduct the needed sectoral assessments under the project.

Report describing contribution to:

• Monthly activities reports.
• LED work.
• Consultation plan. private sector engagement plan and the national carbon market arrangement & mechanisms.
• Readiness assessment & development of readiness plan.
• Developing the NDC, including the sectoral assessments reports.
• Preparation of a GCF project concept note on the energy sector.

Project reporting

• The selected candidate will be working in Aden, reporting to the Head of Yemen program & / or her / his designate.

Key competencies

• Bachelor’s degree in environmental studies, energy or climate change related studies is required, a master’s degree in the same field would be an advantage.
• Minimum of 1 year of relevant experience after receipt of the required academic qualification in the relevant field.
• Demonstrated experience with climate change mitigation work & / or climate change adaptation work.
• Experience with renewable energy projects or adaptation projects.
• Experience working in Yemen is required & preferably with the CCU.
• Previous experience with national climate change strategies / frameworks would be an advantage.
• Proficiency in computer skills & Microsoft Office (Word, Excel & Access) & other applications is required.
• Experience in establishing inter relationships with counterparts & organizations is desirable.
• Good interpersonal, networking & communication skills is desirable.
• Willingness to contribute & work as part of a team is desirable.
• Excellent command of English & Arabic, both oral & written is required.
