Functional responsibilities

The Operations Specialist for UNMAS Somalia is responsible for leading UNMAS explosive hazardthreat mitigation support to AU/ATMIS Forces, both military and police, in the Sector.Under the supervision ofthe ATMIS Support Project Manager, s/he will be responsible for the following functions:
•Comprehensivegeneral operational management of the Sector Operations office, acting as themost senior UNMAS representative in the Sector;
• Close liaison with ATMIS Sector leadershipas the UNMAS Sector representative;
• Facilitate liaison with UNMAS-trained SomaliSecurity Forces teams and/or UNMAS contracted organizations operating in theSector area of operations as the UNMAS Sector representative;
• Responsible for all aspects of ExplosiveHazard Threat Mitigation (EHTM) activities carried out by personnel under yoursupervision and control in the Sector Offices;
• Coordinate, facilitate and prioritize alloperational tasking within office;
• Plan, task, oversee and coordinate theimplementation, execution and completion of all Explosive Hazard Threat Mitigation support to ATMIS operations in the Sector;
• Manage the delivery of operational trainingand mentoring, and Explosive Detection Dog (EDD) support with all contractorsto ensure contractual conformity;
• Inputs for maintenance of TrainingManagement Packages;
• When requested, act as the InvestigatingOfficer for Detailed Independent Investigations or Boards of Inquiry forExplosive related accidents or incidents;
• Ensure all Sector IED incident data in thedata is timely captured in the IM system;
• Provide guidance on any specific correctiveactions to be taken by organizations, following an inspection, which finds acritical non-conformity;
• Ensure proper maintenance of documentationfor all task orders and training records;
• Responsible for UNOPS explosive hazardmanagement equipment in the Sector;
• Responsible for control and safety ofenergetic materials stored in the UNMAS ESH;
• Implementation of a management system andensure that the system is being applied in a fair and equitable manner, andthat monitoring does not interrupt or delay activities;
• Regularly monitor performance of UNMAScontractors and trained teams;
• Other tasks as directed by the ProjectManager and Deputy Project Manager.

Experience:
●Relevant experience is defined as experience in project managementin a military, humanitarian, conflict, post-conflict, or development context.
●At least 5 years of experience in operations planningand/or management is required;
● At least 3 years of experience of planning andmanagement in the field of explosive hazard mitigation in required.
Certification :
● EOD Level 3 certification isrequired. Certificate is to be submitted as part of the application.
(EODqualification must be from organizations that train and educate EOD specialistsin accordance with IMAS standards - Test and Evaluation Protocol 09.30/01/2022.Individuals are responsible for providing proof of completion.)
●IEDD certification is desired. Certificateis to be submitted as part of the application.
