Project Overview and Role:
Palladium International LLC is seeking an experienced Monitoring and Evaluations (M&E) Specialist with experience working in health administration and interventions for a USAID project that aims to support Ethiopia’s health sector in planning, implementing, regulating, institutionalizing, and sustaining the quality improvement efforts in the country for improved client satisfaction and health service utilization to improve health outcomes.
The M&E Specialist will be responsible for implementing program monitoring and evaluation frameworks and information systems to track delivery against targets/projections, indicators, outcomes, and impacts. valid, and verifiable data collection, reporting and analysis. They will plan, establish, and direct a wide range of IQH interventions (special studies, after action reviews, partners meetings, learning surveys, on-line engagements) to inform and advance the IQH CLA Plan. S/he will link monitoring and evaluation data to a process of learning and iterative adaptation. This position will be based in Addis Ababa and is contingent upon award.
Primary Duties and Responsibilities:
Support the implementation of the EQHA MEL strategy in close collaboration with the project leadership, technical staff, and in-line with the Mission’s priorities.
Support the development of a learning agenda, overall activity strategies, EQHA interventions (special studies, after action reviews, partners meetings, learning surveys, on-line engagements), and CLA Plan.
Support program decision-making on interventions to advance and integrate MEL best practices on research design and methodologies, applied research studies, impact assessments, capturing and sharing new knowledge.
Oversee project knowledge management implementation, including development and dissemination of tools, materials, reports, papers, and intervention linked research.
Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
Contribute to project deliverables, including annual workplans, and quarterly and annual reporting.
Implement routine data reviews as part of an adaptive management process including analysing, interpreting, and presenting data to project management and technical leads.
Required Qualifications:
Master’s Degree in the field of organizational learning or development assistance such as public, business or development administration, knowledge management, economics, statistics, development studies, social science or other relevant field.
A minimum of five (5) years of progressively responsible, professional experience in organizational or action learning, development, consulting, and/or knowledge management.
Previous experience in Monitoring, Evaluation and Learning, preferably for USAID service delivery, MEL, and/or CLA projects.
A strong background in monitoring and evaluation of development programs, experience in the application of various assessments, learning and evaluative methods and field research experience.
Demonstrated experience in facilitating and evaluating tailored learning activities, across a variety of themes, forums and stakeholders.
Strong experience with mobile monitoring tools and other digital health approaches.
Proficiency in MEL, statistical and/or geospatial analysis software (DHIS2, SPSS, STATA, SAS, R, ArcGIS, and/or other relevant software).
Ability to work in a dynamic and agile environment with changing requirements and priorities.
Excellent written and verbal communication skills.
Must be willing to live and travel within Ethiopia.
Fluency in English and Amharic is desired.
