It serves four client types, each with its own membership: individual experts and consultants, NGOs and non-profits, companies and other organizations, and donors and public institutions. The platform is operated by DEVAID LIMITED (Nicosia, Cyprus) with an office in Chisinau, Moldova; it is ISO 9001:2015 certified, a UN Global Compact participant and an endorser of the Principles for Digital Development. Where comparable records exist, users may contrast announced commitments with published calls and documented awards. A difference does not by itself prove that a commitment was not delivered, as delays, cancellations, disbursement schedules, alternative implementation channels or incomplete publication may explain the gap. - [Government notices and public procurement](https://www.developmentaid.org/tenders/search): Governments can publish national and subnational procurement notices, government grants, concessions, public-private partnership projects, investment opportunities, vacancies and other public calls on DevelopmentAid. Funding institutions also seek inclusion in the database to increase their visibility, align their programmes with the activities of other financing institutions, reduce duplication and present their information in a consistent, standardised format that enables comparison across institutions, countries, sectors and financing instruments. - [Foundations Database](https://www.developmentaid.org/foundations/search): DevelopmentAid expands the funding picture beyond traditional donors by covering more than 12,000 philanthropic and grant-making foundations. Donors and public institutions use the database to identify philanthropic organisations financing development activities in emerging markets and to examine their geographic focus, sector priorities, grants, beneficiaries and previous funding activity ( previous grantees and origin of those grantees). DevelopmentAid's internal analysis indicates that approximately 90% of foundations provide grants directly rather than primarily through open competitive calls.
