The person will have the following educational background and professional experience:
• At least a Master's Degree preferably in financial management or public finance accounting / public administration /economic sciences, development studies, or similar;
• A minimum of 15 years professional experience in public finance management and public procurement;
• A minimum 10 years of relevant professional experience in development co-operation, governance, and public finance management and procurement;
• Strong demonstrated experience with assessments of macro-economic systems, public financial management, fiduciary risks, and fund flow mechanisms and related assessment tools (e.g. PEFA); strong track-record in participating in multi-donor negotiations on financial and fund flow arrangements in the context of sector-wide approaches;
• Have detailed knowledge of the Commission’s procedures and sector budget support operations;
• Excellent written and spoken English;
• Have experience in co-operation with other national and international donor institutions such as the World Bank, Asian Development Bank;
• Regional experience in education in Asia, preferably South Asia; country experience in Bangladesh will be considered as an added value.
