HTSPE is looking for an expert to nominate in the bid for the EU Framework project entitled:

ACCOMPANYING MEASURES FOR THE SUGAR PROTOCOL COUNTRIES FOR JAMAICA

PREPARATION OF THE MULTI-ANNUAL INDICATIVE PROGRAMME (MIP) 2011-2013 AND OF THE PROJECT IDENTIFICATION FICHE AND ACTION FICHE FOR THE ANNUAL ACTION PROGRAMME 2011 UNDER THE ACCOMPANYING MEASURES FOR THE SUGAR PROTOCOL COUNTRIES FOR JAMAICA

Project Description:

Under the Accompanying Measures for the Sugar Protocol countries for Jamaica, the objectives of this assignment are the:

• Preparation of the Multi-Annual Indicative Programme 2011-2013
• Identification of the AAP 2011 including drafting the Project Identification Fiche and the Action Fiche (to include the FP / TAPS and annexes) in compliance with the QSG requirements.

PROJECT DURATION: 32 DAYS, STARTING 1st APRIL 2010

CATEGORY AND DURATION OF REQUIRED EXPERIENCE:

At least ten (10) years relevant professional experience, in development cooperation preferably in rural development and/or agriculture related field.

EDUCATION:

The Technical Assistant will have at least a Master Degree (or equivalent) in agriculture, economics, business and administration, public finance or public administration.

EXPERIENCE:

• At least three years experience in working with the budget support modality
• Proven experience in participating in programming and identification missions of EC funded projects, preferably through budget support.
• Relevant knowledge of the sugar sector and/or EC Sugar reforms protocol would be an asset;
• Experience in working in the ACP countries and in the Caribbean region would be an advantage;
• Experience in Performance measurement and/or development of indicators is required

LANGUAGE SKILLS:

The expert should have mastery of English, both spoken and written.
