HTSPE is looking for a SENIOR EXPERT to nominate in their bid for the EU Framework project entitled:

MID-TERM EVALUATION OF THE BELIZE ACCOMPANYING MEASURE FOR SUGAR AND PREPARATION OF THE MIP 2011-2013

This mid-term evaluation, which has been foreseen in the Technical and Administrative Provisions of the project’s Financing Agreements, will provide the decision-makers in the Government, the relevant external co-operation services of the European Commission and the wider public with sufficient information to:

• make an overall independent assessment about the past performance of the programme, paying particularly attention to the impact of the project actions against its objectives and the sustainability of the results;
• identify key lessons and propose practical recommendations for follow-up actions;
• make recommendations for the preparation of the future MIP 2011-2013.

PROJECT DURATION: 23 DAYS, STARTING 6TH APRIL 2010

Expert 1: TEAM LEADER – RURAL DEVELOPMENT/ PROJECT EVALUATION SPECIALIST (Senior)

The Team Leader shall have 10 years relevant experience in rural/agriculture development projects.

EDUCATION:

• Masters level in agriculture, agricultural economics, agribusiness, rural or social development, or a similar area of study

EXPERIENCE:

• solid proven experience in monitoring and evaluation of rural development projects;
• proven experience in working with small and medium enterprise development, livelihood approaches, rural diversification, and inter-institutional collaboration;
• fully understanding of principles and working methods of project cycle management and evaluation tools;
• ideally, he should have at least one long-term project management assignment in an international cooperation programme;
• relevant regional experience in Central America and/or the Caribbean.
• Experience in the sugar sector would be considered an asset

LANGUAGE SKILLS:

• full working knowledge of English and have excellent report writing skills.

Conversational skills in Spanish will be an asset
