Team Leader / Key Experts: Technical Assistance for Improving the Quality of Public Employment Services in Turkey

Project / Field of activity:

GTZ International Services intends to submit an application for the EU financed "Technical Assistance for Improving the Quality of Public Employment Services" in Turkey and therefore seeks manifestations of interest from experts in the relevant fields. The Terms of Reference will be published during the next weeks.
The overall objective of the programme is to provide technical assistance to support the Turkish Employment Agency, Ministry of Labour and Social Security, provincial employment vocational training boards and social partners in order to strengthen their administrative capacity and improve the quality and efficiency of public employment services. In this context the project will include improving labour market information system and ensuring an efficient job matching system; improving job, career and vocation guidance services; establishment of monitoring mechanism of active labour market policies; ensuring better functioning of provincial employment and vocational training boards at local level; increasing awareness regarding Turkish Employment Agency, Ministry of Labour and Social Security and social partners through delivery of training; consultancy services; exchange and internship programmes; study visits and communication campaigns.

Qualifications:

- University graduate with a Bachelor's Degree preferably in education, law, social sciences, economics or equivalent.
- Fluent in written and oral English.
- Computer literate, knowledge of desk top publishing will be an asset.
- Proven coordination and reporting skills
- Excellent communications skills and ability to interact with high level government officials

General professional experience:

- Preferably 10 years work experience in improving public employment services, especially in labour market information systems, job matching systems, vocational training boards, labour market policies and related fields, but a minimum of 7 years required.
- At least three years relevant work experience in public employment services in EU and/or transition countries.
- Proven Experience in organizational development and institutional strengthening
- Experience as a team leader and/or key expert in an EU funded project in similar field will be an asset.
- Experience with grant schemes would be an advantage.
