About us

CIDEAL ( is an independent not for profit foundation that has been working for over twenty-five years in research, training and technical assistance in development cooperation. It also has a wide experience in the implementation of development programmes and projects in Southern countries.

Since its creation, CIDEAL cooperated with the European Commission and Spanish Government, as well as with numerous public and private institutions. CIDEAL carries out a double mission: on one side it is a research and training centre, on the other side the own experts put into practice the results of their theoretical studies by implementing development projects in Latin America, the Caribbean, Africa and Middle East Countries.

The blend of theoretical studies with practical interventions generates a synergy that enriches international cooperation sector, both in the academic aspects and in the practical results CIDEAL is based in Madrid (Spain) and it relies on field offices, both in Spain and various countries of Latin America (Mexico, Colombia, Ecuador, Argentina and Paraguay) and Africa (Morocco and Senegal).

It has a staff of around 50 people between employees and projects collaborators. FIELDS OF WORK CIDEAL develops its activities through three main cores:

a) Development cooperation programmes and projects

Since 1989, CIDEAL carries out development programmes and projects in more than 20 countries, mainly in Latin America and Africa, in the following areas:

  • Economic and social promotion of rural communities, Rural and sustainable development;
  • Alimentary security and Food sovereignty Productivity and promotion of social and industrial networks;
  • Development and training in business and marketing skills, with the aim of incrementing vulnerable populations’ incomes;
  • Alphabetization, Education, Vocational Training and Capacity Building;
  • Institutional Strengthening, Community skills, empowering Civil Society Organizations (CSOs) Peace-building and Conflict Prevention Democratization and promotion of Human Rights and the Rule of Law;

b) Training, research and publications.

CIDEAL organizes and participate in different university courses on International Development Cooperation for Masters and Postgraduates such as:

  • Solidarity Action Master (Carlos III University of Madrid)
  • Master in Government and Public Administration (Ortega y Gasset University of Madrid)
  • Master in Cooperation and International Relations with America Latina (Rey Juan Carlos University of Madrid)

Likewise CIDEAL organizes its own courses, seminars and workshops, especially on the following topics: Strategic planning, Project Cycle Management (PCM), Logic Framework Approach (LFA), Quality Management System (QMS) and Result Oriented Management (ROM). In the research field, CIDEAL edits and publishes studies, specialised books and handbooks on development cooperation using its own imprint. Until today CIDEAL have published more than 50 books, some of them are considered as reference works in the sector.

c) Technical Assistance

This area provides the following services:

  • Identification, design and evaluation of development projects.
  • Drafting of Terms of Reference, fieldwork planning, leading evaluation missions and writing reports
  • Elaboration of Methodological Handbooks and Practical Toolkits
  • Design strategic plans and institutional strengthening models for public and private organizations
  • Organizational studies and Process redesign for public and private organizations.

During the last years CIDEAL is taking part in 1 consortium to provide the European Union with short term experts, under Framework Contract instrument, in the Lot 9 (Culture, Education, Employment and Social).
